The Office of the Chief Financial Officer – Procurement division is inviting applications for the position of Contract and Procurement Specialist II.
Position Summary:
The role of Contracting and Procurement Specialist encompasses responsibilities associated with the management, supervision, and execution of policies related to the acquisition or procurement of supplies, services, construction, and research and development. This may be conducted through various methods including purchase, rental, or lease. Key responsibilities include the creation of delivery orders, formal advertising, negotiation procedures, evaluation of contract price proposals, and the administration or termination and closeout of contracts. The role requires a comprehensive understanding of policies and procedures governing delivery orders, purchasing, commercial supply sources, and standard business practices related to sales, pricing, discounts, units of measurement, deliveries, stocks, and shipments.
Key duties and responsibilities include:
1. Soliciting, evaluating, negotiating, and awarding contracts with commercial entities, educational institutions, nonprofit organizations, and government agencies for the provision of products, services, construction, or research and development to the City of Detroit.
2. Administering contracts to ensure compliance with established terms and conditions, including the resolution of issues arising from contractual obligations.
3. Managing contract termination processes through the analysis, negotiation, and settlement of claims and proposals.
4. Analyzing and evaluating cost or price proposals and data from accounting systems.
5. Planning, establishing, or reviewing contracts, programs, policies, or procedures.
6. Formulating and enforcing policies to achieve the City’s socioeconomic goals, including those impacting small businesses, labor surplus areas, and disadvantaged business enterprises.
7. Developing acquisition strategies and directing the procurement process.
8. Providing advisory services in one or more specialized areas within the field.
Examples of Duties:
– Develop procedures, policies, and guidelines for bid proposals and procurement, including estimating costs for vendor selection.
– Participate in the research and drafting of specifications as well as preparing time, cost, material, and labor estimates for procurement projects.
– Source and purchase high-quality goods at competitive prices in appropriate quantities.
– Review various resources such as catalogs and trade journals to identify and forecast required goods and services, including inventory levels and pricing.
– Formulate acquisition strategies and oversee or manage procurement efforts.
– Assess price proposals and financial data to determine fair pricing.
– Investigate supply sources and obtain information on new products to meet organizational needs.
– Ensure requisitions accurately describe required products and services, making necessary adjustments to departmental specifications.
– Approve requests for proposals, quotations, and formal purchase requisitions.
– Collaborate with engineers, architects, and contractors to address modifications and update cost estimates.
– Consult with clients, vendors, and departmental personnel to develop estimates and resolve challenges.
– Negotiate and manage contracts with suppliers and other external representatives.
– Conduct the termination of contracts through thorough analysis and negotiation of claims.
– Maintain and review records of purchases, associated costs, deliveries, product performance, and inventory.
– Monitor contract performance to ensure compliance and identify potential changes.
– Track changes affecting supply and demand, as well as market conditions and price trends.
– Analyze sales records and current inventory to inform strategic purchasing decisions.
– Prepare documentation for vendor selection using comprehensive estimates.
– Engage with vendors and inspect supplier facilities to evaluate products, services, and pricing.
– Generate cost and expenditure reports throughout project durations.
– Establish cost monitoring and reporting systems to assess effectiveness and track costs against bids as projects advance.
– Provide advisory services, prepare purchase orders, solicit bids, and scrutinize requisitions for goods and services.
– Adhere to relevant laws and regulations in all purchasing activities.

Minimum Qualifications:
Education:
Candidates must possess a bachelor’s degree from an accredited college or university, focusing on business or public administration, finance, purchasing, or a closely related field. A Master’s degree in Business Administration, Accounting, or a related discipline is preferred for those aiming for the Contracting and Procurement Specialist II level.
Experience:
Applicants must have a minimum of two (2) years of relevant experience for the Contracting and Procurement Specialist II position, in addition to meeting the educational prerequisites.
Equivalency:
Equivalent combinations of education and experience that demonstrate the requisite knowledge, skills, and abilities will be assessed on an individual basis.
