Job description:

Under general supervision, the incumbent will plan, schedule, and manage various construction projects and activities.

Essential Duties and Responsibilities (may perform other duties as assigned):

  • Develops and schedules modernization and construction projects in accordance with approved specifications.
  • Assists in the selection of staff required for various work assignments.
  • Organizes, delegates, and evaluates work assignments to ensure completion.
  • Monitors project timelines and ensures adherence to schedules.
  • Conducts quality control inspections to confirm compliance with all regulatory codes and specifications.
  • Maintains and organizes records for ongoing projects, documenting daily progress.
  • Performs building and site assessments, generating reports that identify code violations and necessary repairs along with associated costs and timelines.
  • Prepares conceptual site and building plans as a precursor to construction document development.
  • Ensures contract administration guidelines and requirements are followed.
  • Prepares status and progress reports as required.
  • Oversees job sites to enforce safety protocols and procedures.
  • Submits documentation for the procurement of materials, tools, supplies, and equipment in line with approved plans and specifications.
  • Collaborates with management, contractors, and other stakeholders to solicit information and devise solutions for contractual, staffing, and other challenges encountered on-site.
  • Maintains records of housing units scheduled for modernization.
  • Conducts inspections and prepares reports on property damage.
  • Estimates costs and assesses budgetary requirements.
  • Engages in community and public meetings to raise project awareness and gather information.
  • Monitors the processing and payment of invoices.
  • Aids in the creation of RFP, RFQ, and RFB documents, participating in the evaluation and selection of respondents.
  • Contributes to space planning and consolidation efforts, including review and implementation.

Minimum Qualifications (required):

  • Bachelor’s degree in construction administration, architecture, or a related field.
  • A minimum of six (6) years of experience in contract administration, construction, and program/project management, including at least one (1) year in municipal government space planning, consolidation, and construction management.
  • Two (2) years of experience utilizing AutoCAD and various computer software for cost and budget estimates are required.

Equivalent combinations of education and experience may be considered to meet the qualifications for this position.

Qualifications (preferred):

  • Master’s degree.

  • Comprehensive knowledge of building codes and standards.
  • Familiarity with building and site construction, including materials, methods, and equipment used in construction and repair.
  • Proficiency in preparing and interpreting basic construction plans, specifications, and cost estimates.

Licenses, Certifications, and Other Special Requirements:

  • May be required to operate a motor vehicle on a reimbursed mileage basis.
  • A valid State of Michigan Operator License is required.
  • Candidates may be subject to a Criminal Background Investigation based on the position’s requirements.

Physical Demands:
