Job description:
The Manager of Administration will fulfill a vital administrative role within the Planning & Development Department (PDD), which consists of 40 team members. This position is responsible for overseeing administrative functions that facilitate the effective management of contracts, budget oversight, recruitment processes, and interdepartmental collaboration. The ideal candidate will possess strategic vision and strong attention to detail, adeptly navigating municipal government processes, addressing administrative challenges, and acting as the primary liaison between PDD and other city departments, including Human Resources, Finance/Budget, the Department of Information Technology (DoIT), and the Office of Contracts & Procurement.
Reporting to the Chief of Staff of the Planning & Development Department, the Manager of Administration may supervise a Program Analyst who will assist in coordinating administrative support functions and operations with other City of Detroit departments.
Key Responsibilities:
Contract & Procurement Oversight
- Manage the entire contract processing lifecycle, including submission of deliverables and preparation of supporting documents for amendments and agreements; liaise between departmental project managers, Office of Contracts & Procurement buyers, and PDD’s Legislative Director to ensure timelines align with departmental needs; track approvals and ensure adherence to procurement policies.
- Collaborate with Procurement, Finance, and Legal teams to streamline execution and resolve any bottlenecks.
- Monitor contract performance and expenditures against established budgets.
Budget & Financial Management
- Assist in the development, tracking, and reporting of budgets to ensure alignment with departmental objectives.
- Navigate funding requests, acquisitions, reallocations, and financial approval processes.
Human Resources
- Supervise hiring and onboarding processes in partnership with HR, managing job postings, candidate screenings, and interview logistics.
- Provide support in performance management, employee relations, and other HR matters pertinent to the department.
Administrative Operations & Process Improvement
- Identify inefficiencies in administrative workflows and implement necessary process improvements.
- Offer high-level administrative support to department leadership to ensure key initiatives progress smoothly.
Liaison & Interdepartmental Coordination
- Serve as PDD’s primary administrative contact for Human Resources, Budget, and Procurement.
- Advocate for departmental needs within city processes, ensuring timely responses and effective resolutions.
Minimum Qualifications
- A Bachelor’s degree from an accredited institution, with major coursework in business administration, public administration, public policy, economics, finance, accounting, urban studies, information technology, or a closely related field.
- A minimum of four (4) years of experience leading teams, projects, or assignments that demonstrate supervisory capabilities, along with professional experience in the systematic review, analysis, and interpretation of financial data.
Equivalent combinations of education and experience may be considered to meet the requirements for this position.
Knowledge, Skills, and Abilities
- A solid background with 5-7 years of administrative or management experience within government, the public sector, or complex organizations.
- Familiarity with municipal government processes, including HR policies, procurement, and budget management.
- Proven ability to problem-solve, streamline processes, and manage multiple administrative functions concurrently.
- Exceptional interpersonal skills, ensuring effective communication across various departments.
- Proficiency in Microsoft Office Suite (Word, Excel, Teams, Outlook, and PowerPoint) and similar databases.
Supplemental Information
- Evaluation Plan: Interview (70%), Evaluation of Training, Experience & Personal Qualifications (30%) for a total score of 100%.
- Additional points may be awarded for veteran status (0 – 15 points) and Detroit residency (15 points).
